There are both exophytic and endophytic growth - It is hard to see very well the cytologic features, there are some pleomorphism, but not convincing mitoses. I would interpret this as "low grade papillary urothelial carcinoma", if no invasion after careful examination, would add "non-invasive". I would be very careful with a diagnosis of papilloma or inverted papilloma. Thanks.
