Firstly, I agree that it is necessary to provide history and radiology imagines here. Those are the essentials for bone pathology.
Secondly, there is no metastatic carcinoma here.
Thirdly, I would think it is likely a healing fracture, instead of fibrous dysplasia. The immature bone trabeculae are lined by prominent osteoblasts. The cells in between the bones are mostly bone marrow components. There might be some chronic inflammation, but not necessarily osteomyelitis. Fracture can induce reactive inflammation as well.
