I usually don't report CIN 1-2, very confusing to clinicians: is this low grade or high grade? I quess confusing to pathologists too. Then clinicians don't know what to do. for CIN 1, they could follow up with pap smears; for CIN 2, they may do LEEP.
Once again, CIN is not a concept for pap smear, it is a terminology for tissue biopsy and LEEP.
For this patient, if biopsy shows CIN 1 only, i would suggest repeat colposcopy and re-biopsy. It could be sample error (biopsy was done not at the worst area).
