This is basal cell hyperplasia.

The basal cells have glassy nuclei and vaculated cytoplasm. You can see prominent nucleoli. To determine if it is a malignant lesion, you need to check if the lesion has atypia, mitosis, necrosis, infiltrative growth pattern, forming mass. All do not exist in this case.
