Occasionally noticed this topic and feel interested.
I pasted some related regulation in the USA here for your reference.
A regulation implementing CLIA, 42 C.F.R. §493.1105(a)(7), provides that, with an exception for use in proficiency testing, cytology slide preparations must be retained "for at least 5 years from the date of examination." These include negative Pap test slides.
Three forms of slide re-examination for quality control:
1. Prospective rescreening of 10% of negative cases (10% rescreen). This is mainly for slides cytotecnicians/cytotechnologists screened. The rescreening must be done by a technical supervisor (TS), a general supervisor, or a cytotechnologists with 3 years of full-time experience in the past 10 years.
2. Retrospective review of all negative Paps from women with a newly diagnosed HSIL: 5-year looback.
3.Review of discrepancies between Pap and biopsy results.
Now you know how luck you are. There is no evidence if you throw away the slides after the diagnosis. No person can claim you that you might make wrong diagnosis in future. It is good for pathologists. Do you think it is fair for patients? Do you think it is good in term of learing?
In the US cytotechnicians/cytotechnologists, pathologists or cytopathologists are very cautious to sign out the Paps.
